Oil base: Sponge stains with turpentine, cleaning fluid or paint remover. Pre-treat and wash in hot water. For old stains, sponge with banana oil and then with non-flammable dry cleaning solvent. Wash again.
Water base: Scrape off paint with dull blade. Wash with detergent in water as hot as is safe for fabric.

Is there a way to clean acrylic paint stains from shoes and garments?
Acrylic paint is difficult to remove once it has dried. I found years ago that liquid paper thinner (white-out) worked wonderfully on it; however, I have not been able to find it of late. If you go to a craft shop they have solutions that can be used to clean brushes that have old acrylic paint on them. If you work it into the paint, it will get it out of the fabric, then just pop it into the wash.
All of this depends on the manner of the paint and the materials of the shoes and clothing.
For hardy fabrics, such as denim and cotton, you can get blobs of paint out. When paint dries, the acrylic comes to the surface to form a protective coating. If you take a razor blade and scrape this off, the paint will ';chalk';. This chalky paint is easy to get off with mineral spirits, but will not work if the protective acrylic is still on. Mineral spirits are very mild and typically won't even take nail polish off, but I don't think I'd use it on silk or some other delicate fabric.
This should also work for most shoes, but once the paint hits leather there will be discoloration. If it is a canvas or faux material shoe, I would imagine it would work although I've never tried it.
If the paint is from overspray, this method would be way too time consuming to be worth it.
Rub with kerosene oil.
